Fertility and Birth Rates. Fertility refers to the number of live births. Demographers use several measures of fertility. One measure is the crude birth rate, or the number of live births for every 1,000 people in a population in a given year.To determine the crude birth rate, the number of live births in a year is divided by the population size, and this result is then multiplied by 1,000.
